Transportation System Plans
Tualatin
Transportation System Plan
Working with Kittelson & Associates, Frank Angelo and Cathy Corliss
prepared an update of the city of Tualatin’s Transportation System
Plan (TSP). In order to ensure public participation in the development
of the plan, Frank established a public involvement plan and facilitated
the technical meetings, public hearings, and public workshops. Cathy
performed a code audit of Tualatin’s Community Plan, Transportation
Plan, and Planning District Standard identifying deficiencies and recommending
amendments to the Development Code. Cathy and Frank prepared implementing
ordinances for adoption of the recommended code amendments bringing
the Tualatin Development Code in compliance with the Transportation
Planning Rule, the Regional Transportation Plan, and the 1999 Oregon
Highway Plan. [back]
Jackson County Transportation System Plan
Angelo Eaton & Associates worked with Kittelson & Associates
to prepare an update of the Jackson County Transportation System Plan.
AEA staff conducted an audit of Jackson County’s Comprehensive
Plan and Development Ordinance and identified recommended amendments
to comply with the Transportation Planning Rule requirements. AEA staff
is preparing implementing ordinances for adoption of the recommended
plan and code amendments bringing the Jackson County Development Code
in compliance with statewide planning goals. [back]
Clatsop County Transportation System Plan
Angelo Eaton & Associates worked with CH2M Hill to prepare the
Clatsop County Transportation System Plan. This project included a high
level of citizen and stakeholder involvement, including advisory committee
meetings (comprised of interested parties and community members) and
public open houses. The project was closely coordinated with the Warrenton
TSP, which AEA and CH2M Hill developed concurrently. AEA staff conducted
audits of Clatsop County’s Comprehensive Plan, as well as the
Land and Water Development and Use Ordinance, to identify recommended
amendments to comply with the requirements of the Oregon Transportation
Planning Rule (TPR). Katelin Brewer Colie of AEA prepared implementing
ordinances for adoption of the recommended plan and code amendments
to bring the Clatsop County Code into compliance with statewide planning
goals. AEA also developed goals and objectives for the TSP. Frank, along
with CH2M Hill, facilitated the Planning Commission work session and
hearing processes. [back]
Newberg Transportation System Plan
Angelo Eaton & Associates is part of the Kittelson & Associates’
team preparing refinements to the city of Newberg Transportation System
Plan. AEA worked with the city to prepare amendments to the Newberg
Comprehensive Plan and the Newberg Development Code that would implement
the revised Transportation System Plan and would bring the Newberg Development
Code into compliance with statewide planning goals and the Transportation
Planning Rule (TPR). AEA presented draft amendments to staff, the Technical
Advisory Committee (TAC) and City Council. Based on input from staff,
the TAC and City Council, AEA will revise the draft amendments and present
them to the city in an adoptable format. [back]
Transportation System Plans, Various Jurisdictions
Angelo Eaton & Associates staff has worked with a number of jurisdictions
throughout Oregon to assist in the preparation of Transportation System
Plans. AEA’s work focuses on the policy, land use planning, and
public involvement elements of local Transportation System Plans. AEA
staff works with local jurisdictions to develop policies and ordinances
to implement the provisions of the Transportation System Plan and to
comply with the requirements of Oregon’s Transportation Planning
Rule. This work includes auditing existing comprehensive plans, zoning
ordinances and subdivision ordinances and recommending code amendments
to implement the Transportation System Plan. AEA staff has worked with
