County Commuter Rail Project
Angelo Planning Group was part of the project team that developed
the Commuter Rail project between Wilsonville and Beaverton. APG staff provided land use planning assistance related to the permitting
for the five Commuter Rail stations along the route. Frank Angelo prepared
a draft Intergovernmental Agreement (IGA) between Washington County,
Wilsonville, Tualatin, Tigard, and Beaverton that was used to guide
land use permitting for the commuter rail station areas. Frank worked
with each jurisdiction to determine land use permitting requirements
for the various station locations. APG prepared
and submitted the development applications to each jurisdiction for
land use approvals. [back]
Article VII Revisions (Ordinance 573)
Article VII of Washington County’s Community Development Code
sets forth review procedures and standards for various categories of
public transportation facility improvements and maintenance projects.
Article VII was originally adopted by the County in 1992 following the
State’s adoption of the Transportation Planning Rule (TPR). Projects
reviewed under Article VII include roadways, bicycle, pedestrian, and
transit projects and certain maintenance activities such as culvert
replacements.
Washington County retained Frank Angelo to review and update Article
VII to accomplish three objectives:
Streamline review procedures and reduce project expenses
Maintain compliance with the TPR and other land use regulations
Continue to insure public involvement during transportation project
development.
Frank prepared an entirely new version of Article VII that met these
objectives. The amended Article VII was adopted into the County’s
Development Code in July 2001. [back]
Transportation System Planning Guidelines Update
Frank Angelo conducted a series of interviews with TSP Guidelines users and stakeholders to assess the utility of the document. These interviews and the resulting summary report provided direction for the TSP Guidelines update. Frank and APG staff worked with two technical Stakeholder Groups (internal to ODOT and external stakeholders) to discuss state policy, requirements and practice, and to identify key issues relevant to local transportation planning. With guidance from the Stakeholder Groups, APG staff retooled the content of the existing document and created new text that emphasized providing assistance to cities and counties that are engaging in or contemplating a TSP update. APG also conducted a technical review and update of the document to ensure that recent regulatory changes, such as TPR amendments and revised Oregon Highway Plan policies, were incorporated, explained, and properly referenced. APG created a new format for the document, which included incorporating links to relevant resources and graphics that illustrate relevant planning processes. The updated TSP Guidelines were made available to the public by ODOT in the Summer of 2008. Frank Angelo assisted ODOT Transportation Planning Staff in conducting a series of training sessions for ODOT staff around the state to orient these transportation planning practitioners to the changes in the 2008 TSP Guidelines.
