Natural Resources Projects —
Ordinance Development

City of Hillsboro Significant Natural Resources Overlay District Ordinance

In 2001, the city of Hillsboro selected a team led by Angelo Planning Group (formerly Angelo Eaton & Associates) to conduct an Economic, Social, Environmental and Energy (ESEE) analysis of wetland, riparian and wildlife resources. The APG team successfully completed a detailed ESEE analysis which provided city decision-makers with the information necessary to make a recommendation to allow, limit or prohibit activities in the city’s significant natural resource sites. , APG’s team for the ESEE analysis included Fishman Environmental Services, and Johnson Gardner & Associates. Key to the success of the project was the project team’s ability to actively involve city staff and Planning Commissioners. In 2002, following the completion of the ESEE analysis, Angelo Eaton & Associates was selected to prepare a Natural Resources Management Program to implement the findings of the ESEE analysis. For the Natural Resources Management Program, APG prepared draft program concepts, solicited public and decision-maker input and developed final program components and implementing ordinances.
