The existing local policies and regulations for water quality, erosion control and flood management were identified as well as their respective relationship with Clean Water Services through existing code or intergovernmental agreements. Working with a Land Use Attorney, Chris and Cathy also provided an analysis of the current draft of the 1999 Clean Water Services standards, Clean Water Services’ legal authority, implementation measures for each jurisdiction and a summary of existing policies and regulations relating to Title 3.

Catherine Corliss worked with the city of Milwaukie planning and engineering staff and legal counsel to prepare zoning and subdivision code amendments in substantial compliance with regional water quality, flood management, and erosion control measures. Catherine responded to questions at a work session with decision-makers on Title 3 compliance issues and worked with the community and decision-makers to achieve consensus on the proposed amendments.

Catherine Corliss worked closely with the city of Oregon City engineering staff and legal counsel to prepare zoning and subdivision code amendments in substantial compliance with regional water quality, flood management, and erosion control measures. Catherine assisted decision-makers in a series of work sessions and hearings to help achieve consensus on the proposed amendments. The city was one of the first in the Portland area to fully comply with Metro’s Title 3 requirements.
