City of Hillsboro Significant Natural Resources
Overlay District Ordinance
Following the completion of the ESEE analysis, APG prepared a Natural Resources Management Program to
implement the findings of the ESEE analysis. For the Natural Resources
Management Program, APG prepared draft program concepts, solicited
public and decision-maker input and developed final program components
and implementing ordinances. [back]
Clean
Water Services Design and Construction Standards Chapter 3 Implementation
Catherine Corliss assisted CWS in the implementation of the newly adopted water quality standards (Chapter 3 of the Design and Construction Stardards). As part of this on-going effort, Catherine coordinated two rounds of outreach meetings with the affected jurisdictions. She assisted CWS staff in preparing staff guidance memoranda and other implementation tools. [back]
Milwaukie Title 3 (Stream, Flood, and Erosion
Protection) Code Amendments
Catherine Corliss worked with the city of Milwaukie planning and engineering
staff and legal counsel to prepare zoning and subdivision code amendments
in substantial compliance with regional water quality, flood management,
and erosion control measures. Catherine responded to questions at a
work session with decision-makers on Title 3 compliance issues and worked
with the community and decision-makers to achieve consensus on the proposed
amendments. [back]
Oregon City Title 3 (Stream, Flood, and Erosion
Protection)
Code Amendments
Catherine Corliss worked closely with the city of Oregon City engineering
staff and legal counsel to prepare zoning and subdivision code amendments
in substantial compliance with regional water quality, flood management,
and erosion control measures. Catherine assisted decision-makers in
a series of work sessions and hearings to help achieve consensus on
the proposed amendments. The city was one of the first in the Portland
area to fully comply with Metro’s Title 3 requirements. [back]
