Landing Master Plan Green Infrastructure and Mixed Use Charette and Design
Former firm principal, Chris Eaton,was the project manager and
land use planner for the property owner of a 92-acre site in Clackamas
County in the Portland metropolitan area since 1998. Chris won over
previous opponents to the development by inviting a wide variety of
stakeholders to participate in a design charrette to develop the basic
design elements for the Master Plan of the site. The Master Plan proposal
includes innovative green infrastructure elements, stream restoration
and mitigation, a 30-acre park site and areas of dense mixed-use development. [back]
Damascus Design Workshop, Coalition for a Livable
Future
In May of 2002, Chris Eaton led one of three design teams in this multi-disciplinary
six-day design charrette for 13,000 acres in the Damascus area. As leader
of the “Green Team” , Chris facilitated a group of international
designers, local citizens, and natural resource professionals in the
development of a “green infrastructure” and natural resource
based community design. As a team leader, Chris coordinated ideas with
the team leaders for transportation and urban form, and participated
in the final community presentation. The purpose of the project was
to answer the question: “If the Damascus area is brought into
the UGB, what sort of principles should guide its urbanization?”
The project was led by Patrick Condon, a well-known expert in designing
new communities with an emphasis on infiltration and alternative storm
water principles. The design charrette created a template plan made
available to the community and to Metro, the regional government , for
consideration during the Urban Growth Boundary (UGB) decision process
that took place in the fall/winter of 2002.
The project was a recipient of a Certificate of Recognition from the
Oregon American Planning Associations for the 2003 awards. [back]
Bridgeport Village Water Quality Charrette
Angelo Planning Group wrote a successful grant for funding
from the Tualatin Valley Water Quality Endowment Fund (TVWQEF) for
Washington County Facilities Department.
With funding from this OCF fund, Washington County hired former principal,
Chris Eaton, to organize and facilitate an all day session to discuss
ways in which the County’s planned mixed-use commercial site
at Durham Quarry would improve water quality. The “charrette”
event included multi-media presentations and illustrations by Professor
Patrick Condon and local experts on increasing infiltration of stormwater
as the primary tool for improving water quality on the 28-acre site.
The day’s work included dynamic brainstorming and small group
”round table” discussions among a variety of professional
and special interest groups.
The charrette was an essential part of another successful grant application
by the County for over $250,000 for implementation of the ideas generated
during that day. The concepts discussed included parking lot swales,
recycled glass french drains, “chimney” for 25-year storm
events, roof scuppers, tree preservation and storm water gardens in
high pedestrian traffic areas. [back]
