City of Bend ULTRA (Use of Land for Transportation Alternatives)City of Bend ULTRA (Use of Land for Transportation Alternatives)

Angelo Eaton & Associates led a multi-disciplinary team to help the city and citizens of Bend create an integrated plan for land use and transportation issues on the west side of the city. The project was initiated by a settlement agreement between the city, developers on the west side of Bend, and community land use advocates. The AEA team conducted a four-day charrette to engage over 400 public participants in a lively discussion about the land use and transportation patterns for the next twenty years in Bend’s fast-growing west side. The project team included transportation and transit expertise from Kittelson and Associates, Inc. and nationally renowned urban design and charrette experts, Lennertz Coyle and Associates, as well as Seth Harry, an architect who understands the relationship of land use and transportation on retail development. Chris Eaton facilitated an Advisory Committee, with diverse stakeholder representation. Products included:

  • Framework Plan outlining the Neighborhood Centers hierarchy
  • New street design and cross sections for corridors
  • Potential Transit routes and transit nodes
  • Updates to the City’s Pedestrian and Bicycle Network maps
  • New land use designations and development standards that support future transit
  • Analysis of new land use measures for evaluating future transportation projects
  • Consensus on prioritized list of future transportation improvement projects
  • Suggestions for new Zoning Code language to implement concepts. [back]

City of Hillsboro Functional Plan Compliance Public Workshops

Chris Eaton assisted city of Hillsboro staff in presenting to the community a set of almost 60 proposed amendments to the City’s comprehensive plan and land use ordinances necessary to comply with Metro’s Functional Plan requirements. Chris created a workshop format, public communication materials, and developed a PowerPoint presentation and related handouts reviewing the Metro Functional Plan, its components, and discussing the City’s code amendments. Chris presented the information to the community at four open houses. Working closely with city staff, she facilitated the question and answer portions of the workshops. [back]

City of Sisters Comprehensive Plan Update

Angelo Eaton & Associates helped the city of Sisters revise their Comprehensive Plan to incorporate recent changes within the city, namely the construction of a public sewer system and the resulting increase in new development. AEA incorporated other new city documents, including the zoning code, transportation system plan, public facilities plan, and buildable lands inventory. AEA worked closely with city staff as they prepared to undergo a Growth Management Alternative analysis. AEA conducted an evaluation of the implications of the buildable lands analysis related to possible expansion of the Urban Growth Boundary. Using clearly written memos, AEA assisted staff to better understand the statewide procedural rules related to UGB expansions, which helped city staff address private property owner and elected official concerns and questions.
