Natural Resources Ordinance DevelopmentAfter the biologists complete inventories and decision-makers have given policy direction, it is time to write rules to protect natural resources. The attention to legalistic details mixed with an understanding of political realities is part of the skill and experience we bring to this work. Ordinance development is a balance of technical, political, and give-and-take during the hearing process. City of Hillsboro’s natural resources overlay district ordinance (adopted in 2003) is an example of our balanced approach, and can be reviewed at www.ci.hillsboro.or.us/Planning_Department/Goal5.aspx.
